Dear Governor/Minister,
A matter of grave concern has come to my notice via Amnesty International. The low-income families living in the area known as Group 78 in Phnom Penh where forcibly evicted on 16 and 17 July after three years of government harassment and intimidation. The compensation packages given to the families where deemed unfair and inadequate by the community.
I condemn you for this eviction and urge you to ensure that those evicted have access to affordable alternative housing and basic services, including clean water, an adequate sanitation and sewage system, and access to local health care
I further call on you to immediately end and protect the Cambodian population from forced evictions.
I finally call on you to introduce a moratorium on all mass evictions until Cambodia has a framework of laws and policies that comply with international human rights law.
Forced evictions were recognized by the UN Commission on Human Rights to be a gross violation of a range of human rights including the right to adequate housing, which is protected in Article 11 of the International Covenant on Economic, Social and Cultural Rights (ICESCR). As a state party to the ICESCR and other international treaties, Cambodia has an obligation to stop forced evictions and to protect people from forced evictions.
